Billing and fees

The Financial Services team manages billing for goods and services not covered by Medical Care Plan (MCP) or Newfoundland Hospital Insurance (NHI). The Accounts Receivable division is responsible for billing, processing payments and collecting amounts owed to the organization.
Payment options
In the event of incorrect billing, to discuss bill repayment, or for general questions about your bill, please contact Accounts Receivable. Please have your valid provincial health insurance plan (MCP) information available.
- Banks or financial institutions across Canada: Add NL HEALTH as a payee in your online banking.
- Online: Use our online payment system. You need the account number found on your invoice. If you do not have your invoice, call 709-777-1480 and press 1 to make your payment.
- Cheque or money order: Make your payment to the mailing address in the Contact us section below. Note that cash payments are not accepted through postal mail, and electronic money transfers are not accepted.
Fees
Preferred accommodation
If you requested and were provided with a semi-private or private room, you will be billed for the room rate. If you did not sign off on a semi-private or private room, but received a bill, please contact Accounts Receivable.
Emergency department visit
For your visit to be covered by your provincial health insurance plan, provide a valid provincial health insurance plan (e.g. MCP card) at registration. If you received a bill, but have medical coverage, please contact us.
Medical supplies and services
You will be billed directly for services and supplies not covered by MCP. The Medical Care Insurance Insured Services Regulations lists items not insured by MCP including:
- Drugs dispensed on an outpatient basis.
- Provision of medical appliances.
- Miscellaneous supplies or charges (crutches, casts, splints, etc.).
- Preparation of records, reports or certificates.
- Services available under other provincial or federal legislation (e.g. Workers’ Compensation, Canadian Forces, Veterans Affairs, etc.).
- Ambulance services or other transportation.
- Non-medically necessary examinations, or examinations required by third parties (e.g. annual check-up, employment, immigration, pre-school, or drivers’ medicals, etc.).
- Cosmetic surgery.
- Routine, in-hospital, dental extractions.
- Reversal of a previous sterilization procedure.
Ambulance services
Ambulance services are not fully covered under the Canada Health Act. In Newfoundland and Labrador, road ambulance services are partially subsidized for provincial residents with a valid MCP card. You will be billed if an ambulance is called, even if you are not transported to a medical centre. The fees for ambulance services are:
- For patients with MCP: $115
- For non-MCP patients: $240 plus $1.84/kilometre (round trip).
Out-of-province
For Canadian residents with health coverage in another province or territory
If you are covered by another province or territory, provide your health-care number and expiry date (if applicable) when you register at a NL Health Services facility. If information is missing or you present to an NL Health Services facility without your healthcare card (from your home province or territory), please call us. If your healthcare card has expired, you will be responsible for the bill.
For non-residents of Canada
If you are not a resident of Canada, you will not be covered by Newfoundland and Labrador’s health insurance plan (MCP) and are responsible to pay NL Health services directly for your care. Some insurance companies outside Canada may not accept direct billing from NL Health Services. In this event, you will be responsible for paying NL Health Services directly and will be provided the appropriate paperwork for your insurance provider. If direct billing is accepted, we will work with your insurance company to reconcile your payment.
Please note that billing rates are set by the Government of Newfoundland and Labrador. We do not direct-bill for charges under $1,000 CAD.
For people who have relocated to Newfoundland and Labrador
If you have permanently relocated to Newfoundland and Labrador, please apply for medical coverage under the Government of Newfoundland and Labrador’s Medical Care Plan (MCP). You can find the application form and additional information on the provincial government’s website.
Long-term care
Fees for long-term care are assessed per individual and based on standards and rates set by the Department of Health and Community Services. Using the provincial government’s income test calculator, cost for board and lodging are established.
Fees are based on your gross income, and billing is managed monthly by our financial services department. Your financial situation is assessed annually, or with a change of situation. If you are waiting to transfer to a long-term care home, a daily ward rate applies during this time.
