NL Health Services Launches 2024-26 Strategic Plan
Newfoundland and Labrador (NL) Health Services is pleased to announce the release of its 2024-26 Strategic Plan. The plan represents the organization’s priorities as we transition to NL Health Services while continuing to deliver health-care services across the province.
As an organization, we are building on the progress achieved in the first year of the provincial health authority and taking actions to advance recommendations from Health Accord NL, such as increasing access to priority surgeries; strengthening primary care through family care teams; and other work to transform the health-care system.
“The Strategic Plan for 2024-26 outlines the strategic priorities for NL Health Services and builds on the foundational work completed in 2023-24 which is helping to guide the transition to one provincial health authority serving all Newfoundlanders and Labradorians,” said Robert Andrews KC, chair of NL Health Services’ Board of Trustees. “We are pleased with the progress the provincial health authority has achieved to date in its identified strategic priority areas and look forward to continuing to build on this progress.”
Building on our previous Strategic Plan for 2023-24, the priority areas of focus that will help NL Health Services deliver its mission are:
- Transformation
- Our People
- Access
- Quality
- Health Equity.
Health equity was an additional priority area added to the 2024-26 Strategic Plan. NL Health Services acknowledges that many groups in NL experience health disparities and we are committed to increasing organizational capacity for health equity by building a foundation for action, establishing and using a strong knowledge base, and collaborating with non-health sector partners.

The work of the strategic plan is grounded in NL Health Services’ vision, mission and values:
- Vision: Health and Well-Being. Every Person. Every Community.
- Mission: Working together to improve health outcomes through an innovative, integrated and sustainable health system.
- Values: Innovation, Compassion, Accountability, Respect, and Excellence (I CARE).
The objectives of the strategic priorities outlined in this two-year strategic plan will be assessed by indicators to measure progress, which will be reported publicly in NL Health Services’ annual performance reports.
